In order to register a boat (yacht) under Lithuanian flag for non-commercial purposes (i.e. not for freight of goods), the owner should be a national, have a residence permit or a legal person, registered in Lithuania (for articles on residence or opening a company in Lithuania see here). Registration permit is issued by Lithuanian Transport Safety Administration (LTSA) within 10 working days (state fee – 13 €). Prior application to LTSA, the owner has to acquire a Certificate of Inspection and a Certificate of Seaworthiness (state fee – 60 €) from the Lithuanian sailors' union. Owner’s actual presence is not required in any stage. Leading certificates can be attained upon provision of necessary documents (application form, extract of registration and removal from registry, ownership documents, technical passport, shipyard certificate and pictures) and inspection of a boat (yacht) at the port of Klaipeda or at any place of harbor worldwide, provided inspector’s travel expenses are reimbursed. Compliance with technical requirements for seaworthiness depends on the territory of exploitation (ocean, sea, internal waters, etc.).
